Welfare fraud is typically viewed as actions taken by welfare benefit recipients to somehow pimp the system in order to trigger excessive and unjustified payment of entitlements to unqualified persons.

* Total Fraud Numbers Down... But Pork-Barrel Politcs As Usual. Federal welfare fraud is implicit in the numerous exemptions, such as the waiver from work requirement for mothers with children under age 6, which of course constitutes a rather meaningful percentage of the welfare recipient population.
* Civil And Criminal Penalties. Welfare fraud is illegal and persons willfully engaging in efforts to carry out such fraud will be subject to civil and possibly criminal penalties.
